The South Carolina Conference of The United Methodist Church is hiring a Disaster Recovery Monitoring and Evaluation/Grant Compliance Specialist.

The United Methodist Committee on Relief (UMCOR) is the humanitarian relief and development arm of The United Methodist Church (UMC), a non-profit 501(c)3 organization operated under the auspices of the General Board of Global Ministries. In its holistic response to disasters, UMCOR provides essential relief supplies, supports long-term rebuilding efforts, and assists communities as they adapt.

When disasters happen in the U.S. and surrounding territories, it is local churches that provide the first response to their communities. This basic understanding – that disaster response is local – forms the foundation for UMCOR’s U.S. disaster training and response program. When responding to a disaster in the United States, UMCOR works with Annual Conference Disaster Response Ministries to provide technical and financial support.

The Monitoring and Evaluation Specialist would be responsible carrying out monitoring and evaluation functions for the Annual Conference. The role requires providing support in the following areas:

liaise between UMCOR M&E Unit and the Annual Conference specifically regarding monitoring and evaluation;designing and implementing M&E systems of key programs/projects;carrying out monitoring activities of programs including data quality assessments;support UMCOR M&E unit in annual evaluations;generating and providing reports to fulfil UMCOR and Annual Conference requirements.The M&E Specialist will work under the Annual Conference Disaster Recovery Director and liaise with UMCOR M&E personnel as needed.

KEY RESPONSIBILITIES

The M&E Specialist would be responsible for carrying out the following assignments:

Monitoring, Assessing /Evaluating

Directly responsible for developing and rolling out M&E tools, policies and procedures required to monitor and evaluate all UMCOR grants awarded to the Annual Conference.Provide support in all evaluations carried out for the program in tandem with the UMCOR M&E unit.Provide day-to-day M&E support to the Annual Conference Program Directors and Managers that contribute to the program. Level of support would include design (development of log frames, indicators, work plans etc.), development of M&E tools, data analysis, and report writing.Participate and contribute to report writing regarding monitoring and evaluation, as well as provide technical assistance to the Annual Conference during grant and project design stages and throughout project implementation.REPORTING

Collate, analyze and report all monitoring and evaluation activities and findings to Annual Conference Disaster Recovery program leadership. Responsibility of M&E Specialist to implement and provide UMCOR reporting requirements regarding M&E.SKILLS / KNOWLEDGE / ABILITIES

MSc. in Applied Statistics, International Development, or related field, with emphasis on Monitoring and Evaluation.Minimum of two years’ work experience in similar position(s)Experience developing and/or implementing typical M&E systems for small to medium international development and/or relief programs. A clear understanding of results framework, IPTTs, PMPs, etc.; and the setting of SMART indicators is desired.Experience in leading program/project evaluations (quantitative and qualitative) in humanitarian relief or recovery settings (methodology development to writing final technical reports).Sound data analysis skills with the use of appropriate statistical software for data analysis and visualization.Ability to work in relief and recovery settings.Willingness to travel to project sites as and when requestedExperiences with faith-based non-profit organizations a plus.High degree of organizational and reporting ability with attention to detail and flexibility.Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles.Skills in establishing and maintaining effective working relationships. #J-18808-Ljbffr
